Is this what happens when you mix blood?

With regards to my earlier question. I wanted to find a conclusive answer. If HIV and HCV etc are examples of blood borne viruses does that mean ANYONE regardless of having this virus already or not that manages to have their blood mix with some one Else's will then later go on to develop HIV and or HCV later on in life?
