Russian Tortoise + Tiny white bugs?

They are not mites and you do not need to see a vet. They are commonly referred to as springtails and are completely harmless. They feed on old, moist wood based substrates and waste products. They are nothing to worry about but they breed quickly, so periodically completely cleaning the enclosure and replacing the bedding will keep them under control.
